José Prudencio Padilla López was born on 19 March 1784 in Riohacha, on the Caribbean coast of what was then the Viceroyalty of New Granada and is today Colombia. He was the son of Andrés Padilla, a shipwright of African descent whose ancestors had been enslaved, and Lucía López, a woman of the Wayúu people. From the seafaring world of the Guajira coast he took to the water young, entering Spanish naval service and learning his craft in the hard school of the age of sail.

Padilla cast his lot with the cause of independence, rising through the fledgling patriot navy by seamanship and courage rather than by birth, in a society where a man of his color was expected to know his place. He became the foremost naval hero of the struggle led by Simón Bolívar and the founding admiral of Gran Colombia's navy.

His crowning victory came at the Battle of Lake Maracaibo on 24 July 1823, where his squadron shattered a royalist Spanish fleet and forced the Spanish surrender of 3 August, sealing the independence of Venezuela and the wider republic. He remains celebrated as the first great admiral of the Colombian navy.

His end was tragic and unjust. Imprisoned amid the turmoil of 1828 and swept up in the aftermath of the September conspiracy against Bolívar's life, he was tried for conspiracy and executed in Bogotá on 2 October 1828. Four years later the nation he had helped to free formally exonerated him. May the admiral who rose from the Guajira shore to command the sea, and who was honored too late, be remembered here with the dignity his life earned.
