Henry Plummer Cheatham was born on 27 December 1857 near Henderson, in what was then Granville County, North Carolina (the land became Vance County when that county was created in 1881). He entered the world enslaved, the son of an enslaved Black mother; his father was a white man, remembered in tradition only as a prominent local figure who reportedly shielded the boy from the harshest cruelties of bondage and saw to his early education. Freedom came with the close of the Civil War, and with it the chance to rise.

Determined to learn, Cheatham studied at Shaw University in Raleigh, one of the South's first colleges for Black students, graduating in the early 1880s. He turned to teaching and school leadership, then to public office, winning election as register of deeds for Vance County and serving from 1884 to 1888.

In 1888 the people of North Carolina's Second Congressional District sent him to Washington. He served two terms in the United States House of Representatives, from 1889 to 1893, one of the last Black congressmen of the Reconstruction era's closing years, laboring on committees on Education and Agriculture as Southern disfranchisement tightened around him.

After Congress he was appointed Recorder of Deeds for the District of Columbia (1897–1901), then returned home to lead the Colored Orphan Asylum at Oxford, guiding it for some twenty-eight years until his death on 29 November 1935. Born in bondage, he died a builder of futures for the children of his people — a life of quiet, unbroken service. May his name be held in honor.
